Children and Young People: Special Educational Needs & Disability
UPDATE
We have been working on an updated SEND JSNA technical document and we expect to publish this moth (June 2026). At the same time we will be revamping our SEND JSNA web page.
Future of SEND Provision
The SEND White Paper 2026: Every Child Achieving and Thriving was published on 23 February 2026. This white paper outlines the government's vision for reforming the SEND system in England to ensure that every child can achieve and thrive.
The consultation on the SEND proposals, "Putting Children and Young People First," was open until 18 May 2026.
The white paper includes major reforms to the system of support for children and young people with SEND, aiming to provide early support, strong protections, and fairness, ensuring children get the support they need quickly through new legal duties to put an Individual Support Plan (ISP) in place for every child and young person with SEND. The consultation invites families and professionals to share their views before any decisions are made.
Every child achieving and thriving and SEND consultation supporting information.
A series of documents setting out the key information and proposed reforms in the schools white paper and SEND consultation document for parents and those working in the sector.

Local Evidence
JSNA plays a key role in the understanding the needs of our local residents, in this case children and young people with a special education need, so partners can make informed commissioning decisions based on the ever changing local evidence. The illustration below highlights this inter-relationship.
